Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are fought: optimistic declarations are released from different nations. Significant resources is allocated on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from across the border, a capability afforded by up-to-date information. From vantage locations, military aircraft that had been dispatched to counter approaching cruise missiles flew past – advanced fighter aircraft provided to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense thundered: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, most likely supplied through Western nations. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly becomes sober acceptance: maybe the incoming missile won't hit its mark this time, preventing destruction from catastrophe and further power outages.
Ongoing Risks
Not long after, a automatic firearm opened up on a drone close by, part of a defensive team – almost certainly imported technology. Sadly, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.
Intermittently, this carried on until dawn. Kyiv faced the morning news: seven people killed, destruction and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a need that neighboring countries are evidently unprepared to replace in the near term.
Unsuccessful Negotiations
The comprehensive proposal from American leadership provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new initiative from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This cycle will, no doubt, continue.
Tactical Assessments
It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a principle understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is impossible to compel Moscow to abandon the land that it already controls in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, Washington does nothing to deter Moscow, through words or deeds, from assuming that the status quo will not evolve additionally in its advantage in the near future.
Conflicting Perspectives
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but avoiding a entire defensive failure until circumstances change in its benefit.
Present Conditions
Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a only one week to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all did their job.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
